peace, political stability, and well-justified confidence in their own future encouraged Tokugawa shoguns to invest in and to plan for the long-term future of their domain: in contrast to Maya kings and to Haitian and Rwandan presidents, who could not or cannot expect to be succeeded by their sons or even to fill out their own term in office.
